The lowering improves the power efficiency but may have an effect on a process' stability. The bare-bones versions of the Task Manager appears to have been removed a full Task Manager interface launches right away, and there is no option to switch to the minimal, some call it useless, design that Microsoft implemented in earlier versions of the operating system.
